Treatment Services Solicitation Fiscal Year 2026


TREATMENT SERVICES VENDOR SOLICITATION - FISCAL YEAR 2026

The United States Probation Office for the Western District of Arkansas (WD/AR) intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements (BPA) and other contracting instruments. The solicitation for Fiscal Year 2026 (FY26) is for services rendered on October 1, 2025, continuing through September 30, 2026, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals for BPA agreements.  The WD/AR encompasses geographic regions of Mountain Home, Harrison, Bentonville, Fayetteville, Fort Smith, Clarksville, Hot Springs, Mena, El Dorado, and Texarkana.

Our office anticipates solicitations for the following regions and services:

  • Fort Smith Region Substance Use, Mental Health, and Co-Occurring Disorder Outpatient Treatment
  • El Dorado Region Substance Use, Mental Health, and Co-Occurring Disorder Outpatient Treatment
  • Residential Treatment Northwest Arkansas Region
  • Residential Treatment River Valley Region
  • Residential Treatment Middle District Region
  • Residential Treatment South Arkansas Region
  • Therapeutic Polygraph Services
  • Substance Use Testing Harrison and Mountain Home Region

An updated notification and posting will be placed when the Requests for Proposal documents are available; our district anticipates this will occur no later than June 15, 2025. Interested offerors are required to respond on time to solicitation deadlines and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by professionals meeting the experience and criteria required, and (3) prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions. Please contact Procurement Specialist John Vacca or Probation Officer Specialist Ryan Forsyth with all questions prior to the open solicitation period.
